Tower Hamlets Town Hall
Tower Hamlets, Greater London
Special Award for Reuse and Adaptation: Sponsored by EPR Architects
Presented to an exceptional scheme that would otherwise be left to decay or be demolished to address present-day needs. The scheme should benefit the community and its users by maintaining its cultural heritage or restoring a culturally significant site, ensuring its viability for new uses and modern functions.
Tower Hamlets Town Hall Citation
The Tower Hamlets Town Hall project stands as a testament to the successful marriage of historical restoration, adaptive design, and community-centric principles.
Encompassing the Grade II listed former Royal London Hospital building and a thoughtfully integrated new build extension, this project embodies the council’s vision for a healthy, sustainable, and flexible work environment while providing accessible public services to the community.
The restoration of the existing building goes beyond mere preservation; it encapsulates a commitment to historical grandeur, showcasing the original façades and retaining the historical entrance, establishing a strong civic presence. In areas where the existing building is stripped back or reorganised the historical scars and materials are left exposed. The addition of a new build extension complements the historical structure, creating a seamless connection that enhances the overall architectural narrative. The new build not only respects the existing building’s timeline but also adds clarity to its history, with open floor plans that serve modern purposes while respecting the cellular layout of the original structure. The Council Chamber’s moveable furniture and the restoration of existing stairs for accommodation and fire escape demonstrate a meticulous approach to every aspect of the building.
One of the key strengths lies in the careful consideration of community access. The historical entrance serves as a focal point, leading to a welcoming reception area in the new build section. A triple-height atrium space not only facilitates easy navigation but also acts as a visual bridge between the old and the new. Retaining and celebrating historical staircases further strengthens the link between the two elements, providing both continuity and a sense of heritage. The project showcases a commitment to adaptability, as seen in the flexible Council Chamber, designed for various uses beyond formal council meetings. While some spaces within the building have undergone changes due to shifting needs, such as the public space in the west wing, the adaptive approach allows for trialling different uses and optimising the building for future community needs.
The site’s proximity to bus and cycle routes and the Elizabeth line enhances accessibility, while careful landscape design incorporating seating options and integrated ramps, ensures a step-free environment. Tower Hamlets Town Hall success lies in the thoughtful adaptation, preservation, and integration of historical and modern elements. The project stands as a beacon for the transformative power of reuse and adaptation in architecture, fostering a sense of community and accessibility in the heart of Whitechapel.
The successful repurposing of the Royal London Hospital into Tower Hamlets Town Hall demonstrates a sensitive and skilful approach to revitalising heritage buildings. The retained scars of the existing are a visual reminder of the buildings previous adaptations and a stark contrast to the high-quality modern additions necessary to function as council offices. The result is a truly civic building which places the local authority at the heart of its vibrant community.
